Public procurement intelligence

Where to bid — and with whom.

I analyse public tenders from national procurement systems: who wins, at which prices, against how many competitors and for which contracting authorities. For suppliers in energy, district heating, water and rail — and for local contractors looking for European partners.

Markets covered

Five countries, one method.

Ukraine

30.8 million Prozorro records. Reconstruction: energy, heating, water, rail.

Azerbaijan

162,000 records from the national e-procurement portal, including 98,000 contracts with winners. The data behind AZTender.

Slovakia

263,000 records: the national ÚVO register and TED notices.

Kazakhstan

245,000 public contracts since 2023.

Moldova

99,000 records from MTender open contracting data.

Ukraine in numbers

€25 bn

awarded in Ukrainian tenders above €1 million

7.4 %

won by foreign-registered suppliers

−13 %

median gap between the winning price and the estimate at one buyer

Prozorro awards in tenders above €1 million, October 2023 – October 2026, excluding energy commodities and defence buyers. The discount figure refers to one contracting authority (Ukrzaliznytsia, transformer and substation tenders, 11 lots).

What I offer

Two services, both built on procurement data.

01

Bid / no-bid dossier

For a specific tender: the buyer's history, the winning price range, competitors, eligibility of imported goods, delivery, payment and guarantee conditions — and a clear recommendation: bid, bid with a local partner, or do not spend the money.

02

Introductions to local contractors

Contractors with a proven tender record in your field, selected from award data rather than self-declared profiles, with ownership checked in the state register. A local partner handles delivery, customs clearance and on-site work.

Example from an open tender in Ukraine

Ukrzaliznytsia: 12 concrete compact substations, about €1.5 million.

What a bid / no-bid dossier found for a hypothetical German or Austrian supplier:

  • EU-origin goods are eligible: the 30 % localisation requirement does not apply to goods from GPA countries such as Germany, Austria and Switzerland.
  • Delivery is DDP to buyer warehouses in eight regions — customs clearance and import VAT are on the supplier, so a Ukrainian partner is needed.
  • 50 % prepayment, a 4 % bank guarantee, lowest price wins.
  • In seven comparable tenders by this buyer since 2023, there was not a single foreign bid.

Recommendation in this case: bid only with a Ukrainian partner; otherwise prepare for the buyer's next tender.

Who I work with

European suppliers

Manufacturers and suppliers from Germany, Austria and Switzerland of energy, heating, water-treatment and rail equipment that want to sell into public tenders in these markets.

Local contractors

Companies in these sectors that win tenders and are looking for European technology or equipment partners.
